Telus Costing Engineer in AB, Canada

Position Overview:

The Economic Decision Support (EDS) Team at TELUS is a multi-disciplinary team that provides impactful solutions for management decision making through engineering economic guidance and expertise. EDS is looking for motivated and willing-to-learn candidates with engineering background (preferably with network planning or customer service engineering experience) that can take on an opportunity to leverage their engineering and costing skills to support service-level costing in the company, including use and development of TELUS’ economic analysis and service costing tools.

Responsibilities:

  • Service costing:

o Support service-level costing in the company using in-house economic analysis and costing tools such as the Economic Analysis Standard Evaluation (EASE) tool and the Database of Unit Costs (DUC) and others

o Develop and maintain capital cost models for latest next generation network architectures/technologies by applying advanced costing methodologies and engaging subject matter experts from multiple business units

o Develop operating cost models with in-depth understanding of expenses associated with activities and processes for provisioning, billing and maintaining various TELUS services

o Participate in asset life studies to help flag and review the appropriate lives for TELUS’ assets

  • Bid and Business Case Support:

o Provide consultations across TELUS’ business units on economic analysis and costing methodologies including the use of TELUS’ internal economic analysis tools

o Ensure proper integration of capital and operating cost models with detailed cost data to ensure availability of compensatory product costs for bids and business cases

  • Tariff Filing and Regulatory Proceedings:

o Support the tariff filing process with the CRTC by preparing cost studies using regulatory costing methodologies

o Engage in cross functional team efforts for tariff evaluation and review, including interpretation of Phase II costing principles, and economic policies and other matters when required

o Help TELUS Regulatory and Marketing teams perform impact analysis and draft interrogatory responses related to costing and rate setting issues

  • Team Lead/Coaching:

o Lead and manage team projects and take initiatives to help other team members (internal and cross functional) enhance understanding of economic principles and analysis

o Provide training and information sessions for other team members on the use of cost models and internal economic analysis tools

Required Knowledge:

  • Demonstrated ability to develop cost models, economic studies, business case analysis and the application of modern economic and costing principles including the ‘Phase II’ costing methodology

  • Strong knowledge of telecom products, services, tariffs, and carrier agreements

  • Solid understanding of telecom network designs and architectures including access, switching, transport and data/IP (Understanding of wireless networking and/or FTTP broadband architecture is an asset)

  • Solid understanding of telecom operational activities and processes, such as maintenance, billing and service provisioning

  • Experience in any of the following is a definite asset: SAP accounting systems, bid processes, financial analysis, depreciation, regulatory processes, activity based costing, budgeting, and investment initiative approval processes

  • Extensive experience in business application software packages, including MS office

Required Professional Designation/Certification:

  • Degree in Engineering (B.Sc. or B.Eng.)

  • Degree in Economics (Econ), Commerce (B.Com)

  • Master’s degree in Business Administration, MBA

  • Professional Engineer (P.Eng) designation or eligible to apply

  • Professional Accounting designation, C.A., C.M.A., or C.G.A

Required Experience:

  • This position requires a minimum of ten-years experience in specialized knowledge of company operational/engineering areas, finance and economics
