Director, Legal Services

Corporate Services

Reporting to the Regional Solicitor, this position is a key member of the Corporate Services leadership team (DLT). The Director Legal Services leads and provides management, guidance and direction to the Legal Services Division, to ensure the legal services needs of the Region are met. The Director is accountable to ensure the highest quality and full range of legal services are available and are provided through the Legal Services Division and external service providers.

The Director leads an organization of largely professional roles (Senior Legal, Legal Counsel, Law Clerks and Legal Assistants) in the day-to-day operations of a broad and full service legal division, including Dispute Resolution, Municipal Law, Business Law and Property Law. In addition, key responsibilities include the provision of professional legal consultation and advice to the Division’s staff and accountability for all people processes within the Division.

High-Level Overview of Responsibilities:

  • Provide leadership to the Legal Services division, including direct leadership direction, mentorship and coaching.

  • Provide Legal consultation and advice to staff of the Division, Departments and senior management on regular and complex legal cases.

  • Build and maintain strategic collaborative relationships with corporate departments and key business partners.

  • Oversee effective legal case management and workload across the Division.

  • Direct the delivery of legal services by the Legal Services Division for all Regional programs using both in-house resources and external legal counsel.

  • Provide oversight of the preparation, review and approval of various agreements and by-laws.

  • Lead the development of plans/actions directed at clear outcomes aligned to the overall strategy and priorities of the Region.

  • Develop and implement strategies to proactively protect the Region’s interests and manage exposure to legal risks.

  • Identify operational and strategic objectives for the Division and develop the vision, mandate and key activities to deliver on the future state.

  • Establish the Division’s performance measures in order to track and report on overall performance.

  • Design and implement Divisional policies and procedures; measuring results against standards; making necessary adjustments.

  • Monitor the operations and projects within the Division to ensure service quality, cost-effective and timely delivery of services.

  • Lead and support the development of the division’s budgets, including assisting in budget preparation, expenditure review and budget administration.

Qualifications:

  • Successful completion of a University degree in law (L.L.B.) or a Juris Doctor degree. Called to the Bar in Ontario with membership in good standing as a lawyer in the Law Society of Upper Canada.

  • Minimum of eight (8) years of legal practice providing a broad range of legal services with advisory responsibility related to specialized portfolio assignments on complex legal matters, preferably in a Municipal setting.

  • Minimum five (5) years demonstrated managerial and leadership experience that includes program operations oversight on financial operations, business planning and human resource management operations.

  • Demonstrated knowledge of relevant legislation regulations, guidelines, procedures and By-laws and, standards with a thorough understanding of Regional governmental structure. Key items include Municipal Act, Freedom of Information Act, data privacy laws, HR and employment laws, IT compliance requirements.

  • Knowledge of current developments in the law and their application to Regional responsibilities.

  • Demonstrated ability to effectively manage a large multi-disciplinary staff in a results oriented environment.

  • Understanding of performance measurement principles sufficient to implement quality measures and make operational changes to improve performance as needed.

  • Highly developed analytical and business planning skills with a proven track record for long-term visioning and big picture thinking.

  • Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.

  • Experienced in designing and delivering customer focused programs and services.

  • Strong political acumen and the ability to demonstrate tact and diplomacy.

  • Collaborative relationship-building skills and the ability to work well in a team environment and with personnel at different levels in the organization.

  • Superior written and verbal communication skills and ability to synthesize, analyze and clarify complex ideas and material, and formulate them into clear, plain language and present to a variety of audiences.

Compensation: Band 12 - As per Non-Union Salary Structure

Location: 10 Peel Centre Drive, Brampton

Hours of work: 8:30am to 4:30pm; Monday through Friday
