PROJECT ENVIRONMENTAL MANAGER

Responsible for development and implementation of the environmental management program on a light rail transit project in Edmonton, Canada. Provides technical oversight of the project’s environmental compliance activities including integration of environmental requirements into project designs, subcontract bid specifications, construction plans, and schedules. Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document control, community relations) to assist them with addressing environmental requirements in their work products and activities. Interfaces with client and regulatory personnel regarding environmental compliance, reporting, and permitting. Maintains field inspection, monitoring, and auditing programs consistent with ISO 14001 concepts of leadership and continuous improvement.

DUTIES AND RESPONSIBILITIES:

1. Helps develop and implement the project-level environmental management program, including the Environmental Management System compliant with ISO 14001 and project contract requirements

2. Oversees and directs all aspects of the project’s environmental program, including development and implementation of all plans and monitoring to assure compliance

3. Provides assistance to project management regarding compliance with project environmental requirements

4. Coordinates with, and provides technical assistance to, project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) regarding project-specific environmental requirements

5. Interfaces with client personnel, project team members, and contractors/subcontractors to advise them of environmental requirements and best practices that may affect project design, construction, or schedule

6. Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project’s environmental requirements

7. Prepares scopes of work for environmental subcontractors and oversees their tasks and work products

8. Prepares and reviews environmental documentation for suitability, acceptability, and on-time delivery as required or scheduled

9. Prepares or reviews Environmental Compliance Plans, project-specific mitigation plans, and technical reports

10. Tracks environmental compliance with approved plans, laws/regulations, permits, and contract requirements

11. Helps prepare permit documents and interfaces with regulatory agencies regarding site inspections and permit acquisition and close-out

12. Conducts environmental compliance inspections and field monitoring of project activities to assess and document compliance with environmental requirements (contractual commitments, permits, plans, etc.)

13. Prepares and gives environmental awareness training

14. Prepares sustainability documentation as appropriate for the project and its location

15. Carries out or participates in audits of environmental performance and advises on corrective actions

16. Maintains records associated with all environmental-related activities and documents

BASIC QUALIFICATIONS:

  • Bachelor's Degree in life sciences (e.g., biology, ecology) or physical sciences (e.g., geology, meteorology) or environmental engineering from an accredited college or university

  • At least ten years of experience in environmental and project management, including two years in an urban setting

  • Demonstrated experience as an environmental manager or equivalent on at least one large-scale infrastructure project in North America

  • Demonstrated experience with industry standards for environmental compliance, including ISO 14001 systems, and practices for evaluating and minimizing potential environmental impacts

  • Demonstrated field experience in construction-related environmental issues and mitigation practices

  • Demonstrated experience interpreting and applying environmental laws/regulations, interfacing with regulatory agencies, and managing permitting processes and responsibilities

  • Excellent technical writing, oral communication, and organizational skills

  • Experience with sustainability principles, social issues associated with large projects, and community relations

  • Right to work and reside in the country of assignment, including driving capability and the ability to work in both office and field settings

PREFERRED QUALIFICATIONS:

  • Experience in Canadian environmental standards and regulations

  • Master's Degree in environmental-related sciences from an accredited college or university

  • Experience on a project that is structured as a public-private partnership

  • Experience in environmental monitoring and compliance inspection during construction

  • Knowledge of topics such as: hazardous materials, waste management, erosion and sediment control, natural resource protection, water quality, noise control, spill prevention, archaeology, and restoration techniques

  • Experience working as part of an environmental, safety, and health team
