L-3 Wescam develops and produces state-of-the-art multi-spectral and multi-sensor Electro Optic and Infrared (EO/IR) imaging and targeting sensor systems. Our advanced EO/IR laser imaging and targeting sensor systems provide unparalleled Intelligence/Surveillance/Reconnaissance (ISR) capability to Defense/Military, Homeland Security and airborne Law Enforcement including marine and ground-based platforms. With over 3500 systems fielded worldwide, Wescam products and systems can be found on over 135 different types of platforms including fixed-wing, rotary wing and UAV platforms.
L3 Wescam’s primary operations are focused on intelligence/surveillance/reconnaissance hardware and systems. This role focuses on the systems integration elements of our products, including satellite to ground-based vehicle communications uplinks and the integration of the entire array of systems and hardware. We are seeking a Global Procurement and Supplier Contracts expert to assist in managing our growing business.
This global role is in response to L3’s expanding market share and global dominance of the ISR market. With up to 70% travel (initially) to customer locations in EMEA (Europe, the Middle East and Africa), the Procurement and Supplier Contracts Manager has overall responsibility for supplier cost, delivery and quality, schedule attainment to program specifications and ultimately – major subcontract program progress.
Plan the sourcing selection process and lead the program team through specific supplier evaluation and selection, adhering to fair and equitable procurement practices with direct line to corporate policies and strategies
Lead negotiation efforts on applicable subcontracts and support of negotiation efforts for related contracts with multiple suppliers of optical sensor and laser systems and subsystems, satellite communications and video control systems
Create SOW, schedules, and bidder instructions for RFQ, RFP, or RFI, including market analysis
Ensure complete flow down of customer contractual requirements into subcontract T's and C's
Creation and maintenance of subcontractor evaluations and award justification
Resolve subcontractor issues through continuous improvement and Total Quality approach
Responsible for reporting and achieving program milestones (cost, delivery and quality)
Establishing forwarding/warehousing and in-country logistics with 3rd party providers
Procurement administration, implementation and coordination of new business opportunities, including new program subcontracts or reconfiguration or multiple/alternate source exercises
Work closely with Procurement leadership team to support supply chain strategies, processes and priorities within Program Management and Engineering teams
Liaison with commodity procurement for prioritization of part procurement
Identify problems and initiate corrective action to mitigate program and commercial risk
Dedicated to process re-engineering through an innovative, resourceful and adaptable approach as it relates to supply chain
Support our Bids and Proposal teams with specific market intelligence on supplier capability and capacity for future business pursuits and RFP support.
Skills and Experience Requirements
Background in Defense/Aerospace market verticals is highly preferred, or Industrial Engineering and/or Electrical Manufacturing experience
Program Management and Project Management skills – PMP designation is preferred
Ability to travel extensively to global locations
Multi-lingual capabilities are highly preferred
Ability to obtain and maintain NATO and Controlled Good Program clearances
Clear and concise understanding of NPI, SQA, and application of FAR/DFARS requirements
An understanding of Canadian quality standards is required, knowledge of global quality standards is considered highly preferential
Experience with COTS/MOTS procurement and supplier protocols
Demonstrated knowledge of Operation Management and Business practices
Knowledge of Program Management and Subcontracts Principles
Ability to handle multiple projects and establish priorities in an environment where priorities may compete
Excellent computer skills
Excellent communicator both written and verbal
Undergraduate Degree in a related field or equivalent experience in an Engineering-To-Order environment
APICS, PMAC accreditation or working towards accreditation
