The Manager, Governance & Oversight role, is part of the first line of defense (1b) within Independent Controls that primarily provides operational risk management support to Capital Markets Product Operations (CMPO) and back-up support for Wealth Management Product Operations (WMPO). These groups primarily provide day-to-day operational services to the Capital Markets and Wealth lines of BMO’s business.

Under the direction of the Associate Director, the Manager, Governance & Oversight is responsible for supporting the joint development, implementation and maintenance of financial and operational risk management practices across the organization. The role provides independent and objective risk and control perspectives, effective probing and challenge and is seen as highly knowledgeable on governance and oversight subjects, with a balanced view of effectiveness and efficiency to drive optimal solutions. The incumbent acts as a primary contact to PO management in promoting and reinforcing the discipline of effective governance and oversight across operating units. This role will meet strategic, operational and financial objectives within a twelve-to-eighteen-month time horizon.

Responsibilities include the following:

  • Lead/support the preparation of materials for the bi-weekly management oversight meetings consisting of 10-25 participants, focused on key operational risk metrics (Risk Metrics packages) and issues management.

  • Monitor, track and report on operational and financial risk issues through to resolution.

  • Provide weekly, monthly, quarterly and ad hoc operational risk reporting including key metrics reports, operational losses and trending and analysis.

  • Lead/support the quarterly financial attestation process for Canada and US, liaising with Chief Accountants Group and/or Line of Business Finance groups.

  • In alignment with Enterprise requirements, develop, administer and govern annual operational programs for sensitive positions, operational authorities, business managed applications and/or any other topic, as required.

  • Act as a primary contact and provide advice and day-to-day on-going support to respective PO groups to facilitate financial and non-financial first line of defense governance.

A. Process

  • Understand operating unit / PO / enterprise-wide strategies to ensure appropriate alignment in the development of operational risk programs and tools.

  • Partner with internal business partners to meet service delivery expectations.

  • Ensure a sound understanding of current industry events/ trends, and establish relationships with industry contacts.

  • Manage quality and continuous improvement of existing processes.B. Operational Risk & Control

  • Ensure and verify adherence to all aspects of Enterprise requirements including First Principles, Our Code of Business Conduct and Ethics Corporate Policy, Bank Policy, Standards and Operating Guidelines, as well as all applicable legislation, regulatory rules and requirements.

  • Verify the existence and soundness of contingency planning to support the business and maintain continuity of critical processes throughout a contingency event.C. Change Management

This job has direct or indirect impact on the following:

  • Mitigation of reputational risk and financial loss against such things as fraud, defalcation and/or financial penalties by ensuring compliance with Bank P&Ps and establishing a robust governance and oversight framework.

  • Bank financial performance by responding on a timely basis to changing operating conditions and making recommendations and decisions so as to mitigate financial penalties and costs; also ensures an appropriate balance between internal business partner service and costs to minimize budget overruns or internal business partner dissatisfaction.

Qualifications:

Knowledge:

· University degree/college diploma or equivalent work experience. An accounting designation is an asset

· 7-10 years of related work experience within Operational Risk

· Experience in Banking

· Knowledge of Capital Markets and Wealth products and operations

  • Advanced knowledge of the applicable Product Operation’s products and processes that the role primarily supports. Some knowledge of the other areas would be beneficial.

  • Advanced knowledge of operational risk and controls including development of key risk metric, issues management, trending and analysis, and governance and oversight frameworks.

· Expert understanding of the applicable Product Operation’s operational risk and regulatory requirements.

  • Accounting knowledge is an asset.

· Knowledge of BMO Policies/Standards and best practices is an asset
