Internal growth and operational needs have created a new full-time permanent opening in the Capital Markets sector . As a member of the Securitization Risk Management team, you will be responsible for the day to day management and administration of the legal framework for Canadian Registered Covered Bond Programs. You will lead the assessment of issuer and program applications; review registered programs to assess compliance with Canadian Registered Covered Bond Programs Guide; and address issues of non-compliance. You will also perform detailed analysis of Canadian programs and participate in the formulation of recommendations to Senior Management for changes to the programs and Guide.
How You Will Be Contributing
Managing the receipt, review and retention of all documentation for issuer applications as detailed in the Canadian Registered Covered Bond Programs Guide including the appropriate undertakings, resolutions and certificates of status.
Ensuring the receipt of prescribed application fees and maintenance of fee records.
Completing recommendations to Senior Management for the approval or decline of issuer and program applications.
Managing the receipt, review and retention of all documentation for program applications as detailed in the Canadian Registered Covered Bond Programs Guide including the appropriate certificates, public offering documents, agreements and other documentation.
Monitoring Registered Program Websites to ensure required disclosure of material transaction documents, offering documents, collateral, material issues/deficiencies, ratings and ratings triggers as detailed in the Canadian Registered Covered Bond Programs Guide.
Monitoring monthly issuer reports to ensure program compliance including static information relating to collateral, program information, tests, credit enhancements and triggers, the calculation and publishing of the Asset Coverage Test, Valuation Calculation and Amortization Test.
Ensuring receipt of the Cover Pool Monitor report and ensuring inclusion of verifications as detailed in the Canadian Registered Covered Bond Programs Guide.
Ensuring CMHC Senior Management are aware of non-compliance issues and make recommendations as required for suspension of a financial institution’s ability to issue further covered bonds.
Directing comprehensive detailed analysis on registered programs to ensure CMHC has an understanding of the details of existing registered programs as well as the evolution of the composition of the program security, in order to determine if changes to the legal framework are required.
Providing the Government of Canada with advice with respect to potential changes to the legal framework including for example changes to eligible assets.
Ensuring annual invoicing is completed and payments received.
What We Are Looking For
A commitment to demonstrating CMHC’s values.
Bachelor’s degree in the area Accounting, Finance, Business Administration, Legal with a minimum five (5) years of relevant work experience. An equivalent combination of education and work experience may be considered.
Demonstrated experience in providing strategic advice, guidance and services to senior management on various complex issues.
Demonstrated experience with Canadian covered bond programs and/or securitization structures and capital markets funding instruments.
Demonstrated quantitative/qualitative analytical experience.
General understanding of Canadian covered bond programs, the Canadian Registered Covered Bond Programs Guide and legal framework requirements.
Strong knowledge of financial markets and securitization principles.
Excellent organizational skills and the ability to undertake and complete multiple concurrent tasks with tight deadlines.
Strong analytical skills and logical reasoning, evaluation of strengths and weaknesses of options and recognition of impacts of specific courses of action.
Demonstrated ability to focus and concentrate for extended periods of time.
Demonstrated ability to develop and maintain relationships with all levels.
Demonstrated ability to negotiate with and/or influence a variety of stakeholders with divergent opinions.
Attention to detail and accuracy.
Strong communication skills (written and oral), including the ability to speak and write clearly and succinctly to a variety of audiences.
Advanced skills in Microsoft Office (Word. Excel and PowerPoint).
- Post graduate degree(s) in the fields noted above and/or professional designations attesting specialty in the areas of accounting, finance, or risk management (e.g. CFA, FRM, CPA).
