SummaryThis is a 5 month contract position CIHI’s Clinical Administrative Databases (CAD), Classifications and Terminologies and Case Mix Methodologies are closely related products that serve a wide range of external and internal stakeholders. Updates/enhancements to these related products and services made as part of major CIHI initiatives and/or within scheduled change cycles are closely linked to and interdependent of one another. The Program Lead (CAD)is a key position responsible for leading and coordinating all aspects of the implementation and integration of changes to the business products and services themselves, supporting production systems, as well as communications and client support artefacts. This role includes collaboration, consensus building, facilitation, negotiation and working with multiple CIHI programs, and Information Technology Services (ITS).
Duties and ResponsibilitiesDevelops and leads the implementation changes to integrated and interdependent business products within CIHI’s CAD, Classifications and Terminologies and Case Mix.Works with internal cross-functional team (CAD, Classifications and Terminologies, Case Mix and Information Technology Services) and external stakeholders to manage scope, deliverables and other matters related to the project and ensures outstanding issues are addressed appropriately in a timely manner. Leads interviews and workshops to obtain and capture integrated business and service level requirements, building consensus on short-term/current as well as longer-term future priorities.Develops comprehensive documentation detailing the requirements for implementing integrated product updates. Prepares artifacts to display data/information flows and the interdependencies/touch points for these related business products.Uses CIHI’s project management standards to develop, monitor and track operational plans, budgets, and work plans. Reports on project progress and project deliverables vs. plan and expectations and produces project artifacts to provide information on overall project health. Ensures acceptance of project deliverables.Oversees all aspects of these plans, including risk identification and issue resolution, ensuring timelines and deliverables are met; updates documentation, including plan artefacts and records of decisions as required.Oversees the implementation of the integrated and interdependent changes, and ensures adherence to standard change management and quality assurance processes including test strategies, detailed test plans and comprehensive test cases.Leads the development of briefing notes/background material to support the decision-making process when seeking strategic direction or issue/challenge escalation.Works closely with Program Area stakeholders to prepare external client communiqués with the objective of client awareness and good support artefacts.Leads assigned activities with respect to other AACIS initiatives as assigned.
Knowledge & ExperienceMaster’s degree in a relevant discipline (health sciences, health information, information technology, business administration or similar). An equivalent combination of education and experience will be considered.Minimum five (5) years’ project management experience with proven ability to manage in a cross-functional environment.Experience in managing/working with large databases and related information products.Knowledge of CIHI’s programs and services is preferred.Strong written and verbal communication, interpersonal and facilitation skills,Strong conceptual and problem solving skills.Experience in use of Microsoft Office applications including MS Project and Visio.Proven ability to create meaningful, detailed and effective documentation, including process and information flows.Ability to coordinate workload effectively and to work independently without significant direction.Fluency in both official languages is an asset.
