SummaryThis is a one year contract Under the direction of the Manager, PMO, the Project Portfolio Specialist plays a key role in supporting the roll-out of the organization’s Project Portfolio Management (PPM) initiative. The individual will oversee the framework design and delivery, coordinate with stakeholders across the organization, prepare CIHI-wide project information and support the change management efforts.

Duties and ResponsibilitiesOversee the design and development of PPM framework components, from concept to approved artefacts, processes and approaches, such as portfolio management implementation, project prioritization, and key project management components including estimation, budgeting, decision protocols, governance structures and communication.Conducts research and provides input in the areas of Project Portfolio Management (PPM), change management, organizational transformation and process improvement to support the change efforts of the PMO.Conducts current state diagnostics and works with key stakeholders to define the future state. Designs and leads concept socialization, testing and implementation.Develops detailed planning for the multiple work-streams; monitors the plan, identifies activities, and provides information and supports others through change.Develops strategies and plans to track emerging issues and priority areas.Develops and fosters relationships with both internal and external stakeholders and leverages these contacts to drive change through the organization.Provides support for internal working groups.

Knowledge & ExperienceUndergraduate degree in business administration or related field is preferred. A Project Management designation is an asset.3-5 years’ experience developing plans, working with stakeholders and overseeing a large project.Experience with and knowledgeable in Project Portfolio Management (PPM), previous implementation experience in PPM is desired.Experience with progressively increasing responsibility in business process improvement, business transformations, or Organizational Change Management lead on business transformationsStrong organizational skills, including planning, initiation, delivery and review.Proven ability to plan, lead and co-ordinate a number of concurrent assignments involving innovative approaches, thought leadership and a strategic orientation.Strong communication skills - well developed presentation and writing skills, including the development of well-thought-out presentation decks.Ability to influence and work productively with multiple partners and clients; previous consulting experience is an asset.Results oriented - consistently delivers results; goal-oriented, effective under pressure and against tight deadlines.Visionary and strategic thinker. Strong ability to translate concepts to tangible plans.Ability to develop trusted relationships at all levels.Excellent technical skills – MS PowerPoint, Excel, Project and Visio.
