BASIC FUNCTION:

The Chief Engineer directs and manages all aspects of Powerhouse operations and Maintenance with sole responsibility under the guidelines and regulations as prescribed by the TSSA Act and subsequent regulations to ensure conformance at all times. The Chief Engineer is responsible for ensuring the safe, reliable and efficient production of steam and power required to support the Refinery operations.

RESPONSIBILITIES AND AUTHORITY:

  • Accountable for the health and safety of all workers under their supervision. Is responsible to ensure that all operations are safe and that employees work in compliance with established work practices, procedures and safety programs.

  • Directs and leads the Powerhouse team and provides on-going guidance and supervisory development.

  • Ensures that all standards and requirements for food safety and quality are maintained as they pertain to powerhouse operations.

  • Oversees the scheduling of Powerhouse personal to ensure all shifts are properly covered.

  • Establishes performance standards for Powerhouse operations and monitors efficiency, while maintaining reliability. Identifies issues and implements improvement plans and initiatives to achieve department and plant goals. Develops and recommends capital and engineering projects to support improvement initiatives.

  • Manages the Powerhouse Maintenance group and outside services and ensures that all PM programs, scheduled maintenance and re-build schedules are effective and maintained.

  • Develops budgets for all department functions and monitors cost performance. Identifies and implements cost reduction opportunities.

  • Manages all resource and staffing issues in the department; deals with labor issues; ensures that skills and training within the department is up to date and adequate to achieve the performance goals.

  • Maintains knowledge of new energy management technologies; participates in Corporate Energy Improvement and Utility Services initiatives; interacts with counter parts in all corporate facilities.

  • As a member of the plant operations team, participates in the execution of the strategic plan and supports other managers in overall operations and continuous improvement initiatives.

BUDGETARY AUTHORITY AND RESPONSIBILITY:

  • Develops and manages operating and capital budgets for the Powerhouse. Provides regular analysis and reports.

  • Authorizes and approves work hours, overtime, and contract labor.

  • Oversees purchasing of materials and supplies for the department.

EDUCATION AND EXPERIENCE:

  • First Class Power (Operating) Engineer’s Certificate with additional professional training including safety and operations management.

  • Preferably holds Certified Energy Managers designation.

  • 8- 10 years experience, including supervision and management in operations, maintenance and engineering, with knowledge of co-generation systems and production operations.

  • Demonstrated experience and skills with plant maintenance, food safety and GMP, problem solving and continuous improvements techniques.

  • Excellent interpersonal and communications skills

  • Fluent in standard computer applications (MS Office). Knowledge of SAP.
