Plans and conducts independent work within a global business unit requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria. Devises new approaches to solving problems.
Position reports to Chief Engineer of Rail, Systems and Assurance in London.
Working knowledge of precedents in the Rail Systems, the principles and practices of related technical areas and of coordinating work with other technical disciplines. Understands the standard engineering work planning, scheduling and cost estimating, and conducts independent work requiring judgment in the application of engineering techniques. Normally uses conventional approaches to technical problems encountered. Provides technical direction and assigns work to engineers, designers, and drafters who assist on specific assignments.
Position will be located in Toronto
This position is for a work relating to the design and construction of medium and large complex transit systems, metro or light rail infrastructure within Canada; including rail systems, underground stations, cut and cover stations, surface stations, tunnel ventilation, at grade rail, overhead catenary and 3rd rail contact systems and depots.
The position will provide oversight on existing rail projects and support the BD effort on any new worldwide proposals.
Plans and coordinates engineering work on multiple small, medium and large railway infrastructure projects of varying complexity.
Provides input to the overall engineering budget, maintains ownership and ensures execution within approved schedule and budgets.
Liaise with Project Engineering Managers for interpreting, organizing, executing, and coordinating assignments on projects.
Responsible for acting independently on engineering matters pertaining to the assigned projects.
Primary interface to the Manager of Engineering, relevant Project Manager and client for all engineering and personnel matters for projects within Canada.
In conjunction with the project establishes the Engineering Execution Plan which ensures: the project/ program is executed in accordance with Engineering Department Procedures; Technical Risk Assessments are comprehensive and complete; safety practices are implemented; statutory and company specific design reviews are undertaken and are in accordance with quality assurance (QA) procedures.
Receives administrative supervision from the Global Manager of Engineering and the business line Engineering Manager for Canada in terms of general objectives and limits.
Exercises functional direction over assigned Project Engineers and Engineering Supervisors.
As needed, participates in contacts with the client on matters relating to project engineering progress and quality.
Directs and provides technical guidance to assigned Project and/or discipline Engineers in the management of engineering projects.
Advises the Global Manager of Engineering, the Business Line Engineering Manager for North America and the Chief Engineer, for the initial selection of project engineer management team, and engineering supervisors for engineering management, project management and client approval.
Reviews the staffing plans for project assignments.
Conducts annual performance reviews in accordance with approved procedures, mentors and holds career development discussions with assigned engineering staff.
Participates in project planning prior to proposals to provide technical guidance in the engineering and construction review of proposals.
Inputs to, owns and reviews project engineering schedules and prepares staffing estimates for engineering personnel for new proposals and projects as assigned.
Provides status of all engineering matters, issues and projects involving assigned personnel with respect to schedule, budget, work quality and client satisfaction to the Manager of Engineering.
Exercises leadership, experience and expertise in the solution of difficult problems.
Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.
Formulates and recommends for approval, engineering plans and programs for assigned projects.
Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.
B.S. degree in a relevant engineering discipline.
A professional license in Engineering or a chartered engineer.
15 years’ design and design supervision complex commuter, metro or light rail infrastructure projects.
10 years supervising the design of major commuter, metro or light rail infrastructure projects.
5 years of major design-build project supervision of major commuter, metro or light rail infrastructure projects.
Design supervision experience in civil infrastructure, rail systems, safety assurance, system assurance, engineering safety and interface control.
Has an in-depth knowledge of CENELEC and IEC standards pertaining to rail systems, engineering safety and RAMS.
Has an in-depth knowledge of AREMA standards pertaining to civil infrastructure, rail systems and engineering safety.
Has in-depth knowledge of Federal Code of Regulations risk analysis requirements for System Safety and Security.
Has an in-depth knowledge of NPFA 130 for designing infrastructure for Transit System Guideways and Stations.
Ability to adopt a systems engineering approach to design management via requirements capture and management including validation and verification.
Possess knowledge of testing, commissioning and start-up of rail systems and handover to transit authorities.
Familiar with design management for the reconstruction and alterations to existing facilities on operational railways, including interfaces with owner-operator and maintainer.
An ability to manage and coordinate successful presentation of design concepts to clients and other stakeholders.
Broad knowledge of industry/regulatory codes and standards and design criteria in all engineering disciplines. Experienced in permitting requirements and proficient in the successful management of design approvals from relevant regulatory bodies.
Skilled in managing external design consultants, interface management, internal and external stakeholders. Proficient in negotiation for dealing with client representatives. Proficient in design coordination with multiple stakeholders for projects and with environmental constraints.
Working knowledge of related Canadain Environment Protection Agency Regulations and experience in permitting requirements and managing successful engineering presentations to environmental regulatory bodies.
Appreciation of sustainable development in relation to major rail developments and an ability to manage engineering impacts to and support of project consultation with environmentally and culturally sensitive resources.
Proficient in developing work breakdown structures and sequence with construction and procurement teams and develop the required list of engineering deliverables for incorporation in a fully integrated schedule.
Extensive technical knowledge of engineering systems, design, applications of engineering methods and materials and applications of 2-D and 3-D computer aided design (CAD) and computer aided engineering (CAE) to engineering problems. Possess working knowledge of 3-D and 4-D data-rich intelligent infrastructure modelling and option study evaluation.
Ability to assess and implement reviews of design proposals to identify and drive value added solutions.
Highly skilled in oral and written communication. Excellent communications and interpersonal skills.
Prepared to travel as position requires extensive traveling
Proficient knowledge of business development, legal, contracts & procurement, construction, environmental safety and health (ES&H), project controls and quality assurance.
Broad knowledge of administrative practices.
