Business Initiatives & Support Services (BISS) for Vancouver Coastal Health (VCH), Fraser Health (FH), Providence Health Care (PHC) and Provincial Health Services Authority (PHSA) is responsible for the provision of quality support services for care providers and patients. The scope of these services includes Food Services, Housekeeping, Laundry, Waste Management, Patient Transportation (Ambulance), Retail Development, and Revenue Optimization.

As Regional Contract Manager, you will report to the Regional Director, Contract & Operations Services and be responsible for management and administration of assigned service contracts within the Lower Mainland for Vancouver Coastal Health, Provincial Health Service Authority and Fraser Health.
You will work with System & Performance Management to identify systemic contract issues and other periodic (or one time) issues arising from one or more Lower Mainland facility that is not resolved at the local site level. These issues will require contract interpretation, analysis (performance, financial, other), investigation to understand contextual and related operational factors, and other work components required to fully understand the issue and underlying causes. You will decide if the they can resolve the issue without further consultation, if escalation and involvement of Contract Optimization (or other senior BISS management is required), and if the issue needs to be escalated.
In this role you will need to develop and maintain close working relationships with key vendor representatives for all service contracts managed that are professional and effective in addressing and resolving issues and other contractual requests such as change in scope and service standards.
The Regional Contract Manager will support BISS, particularly BISS Support Service Managers, as a contract subject matter expert. This supporting role may be to assist site managers in understanding contractual specifications, vendor performance requirements, and in other similar areas.
Qualifications and Expertise:
Bachelor’s Degree in Business Administration or related field
Eight (8) to Ten (10) years’ recent, related experience in a contract management position or a combination of education, training and experience.
Completion of the Supply Chain Management Professional (SCMP) designation with SCMA would be considered an asset.
Comprehensive knowledge in contract management, and cost/benefit analysis.
Practical understanding of contract law and commercial terms & conditions.
Extensive experience in managing partner/vendor relationships.
Extensive experience in managing projects to achieve results.
Broad knowledge of the BC Health Care Industry environment.
Effective leadership and communication skills to foster a respectful and motivating environment.
Ability to competently utilize spreadsheet and word processing applications at an intermediate to advanced level and has a comprehensive knowledge of computerized purchasing systems, including e-commerce applications.
Strong analytical, organizational, communication, interpersonal and administrative skills.
