Under the direction of the Supervisor, Works Operations, this position is responsible to oversee and coordinate the maintenance of all City assets within the right of way to ensure vehicular and pedestrian safety while ensuring compliance to all related legislation. This includes inspecting work sites as well as investigating and resolving public enquiries.

  • Supervise and schedule work carried out by crews and contractors to ensure it is performed effectively and efficiently in accordance with maintenance standards, service level agreements, policies, procedures and legislated requirements.

  • Provide training to all staff related to standard operating procedures, health and safety practices and applicable legislation.

  • Participate in the recruitment of new staff as well as performance and conflict management; attend grievance meetings as required; manage and track overtime and allowances and approve time entry for payroll processing.

  • Oversee all spring, summer and fall maintenance activities including fences, boulevards, sidewalks, catch basins, roads, street sweeping, watercourse, shoulder grading, culverts, guide rails and leaf vacuum operations.

  • Oversee all winter maintenance activities including, brine making operations, plowing, sanding, salting and hand work of roads, sidewalks, walkways, bus stops and school crossings through City and contracted forces.

  • Conduct site inspections to ensure work has been completed to standard.

  • Investigate and respond to customer service requests from staff, elected officials and the public. This includes rotational 24 hour on call to respond to after hour emergencies.

  • Oversee and/or respond to accidents investigations ensuring appropriate and timely reporting are provided to authorities as required.

  • Maintain material inventory levels for road and fleet maintenance programs ensuring materials are cost effective in relation to value and performance.

  • Participate in the development and review of policies and standard operating procedures related to road maintenance.


  • High school graduation.

  • Minimum of five years of experience in road maintenance along with three years supervisory experience preferably in a unionized environment.

  • Excellent communication and customer services skills with demonstrated ability to effectively interact with the public and resolve conflict.

  • Demonstrated ability to manage emergency situations with composure and urgency.

  • Ability to work and lead within challenging deadlines.

  • Strong knowledge of the Occupational Health & Safety Act, Highway Traffic Act, Employment Standards Act and other applicable legislation and standards.

  • Proficient with MS Office and related industry software.
